The quest

Steps

1. Stand at Woodlands Viewing Platform before sunrise. Public ground only.
2. Count two moving things — a vessel, a bus, a bird, a person walking a dog.
3. Leave when the light is ordinary again.

Why this is on the board

Victoria is a different city before the rush. Woodlands Viewing Platform (south-east of centre, Victoria) gives you first light and two things that moved while everyone else was still indoors.
